BIO
An expert and international consultant in arbitration, negotiations, and trade and investment treaties. She served as the Director of Prevention, Dispute Resolution, and Investment, as well as the Director of Trade Treaty Administration (DICOEX) at the Ministry of Industry and Commerce of the Dominican Republic. In these roles, she was responsible for coordinating the defense of the Dominican state in investment arbitrations and state-state arbitrations, among other duties. She played a key role in negotiating various investment treaties for the Dominican Republic, drafting its investment model treaty, and participating in the reform of investment arbitration coordinated by UNCITRAL.
During her more than 15 years of experience in investment arbitrations, the Dominican Republic maintained an undefeated record under her leadership. Before joining DICOEX, she served as the Executive Secretary of the Alternative Dispute Resolution Center (CRC) at the Chamber of Commerce and Production of Santo Domingo.
She is a co-author of the book "International Trade Law and Trade Policy of the Dominican Republic" and has authored various publications on arbitration, law, and international relations. She has been a lecturer on International Arbitration for institutions such as Columbia University, Fordham University, Miami University, Complutense University of Madrid, Externado University (Colombia), University of Havana, University of Panama, the United Nations (UNCTAD and UNCITRAL), Mexican Academy of Private International and Comparative Law, among others.
Representative Experience
Participation in over 15 international arbitration processes, including 11 investment cases, under the rules of ICSID (Supplementary Mechanism), UNCITRAL, SCC, ICC, and under treaties such as DR-CAFTA, TLC RD-CARICOM, various bilateral investment treaties, and investment contracts. These cases span sectors including tourism, transportation, oil, water, waste management, manufacturing, construction, real estate, mining, and electricity.
