BIO
Lawyer specialized in Administrative, Constitutional and Economic Law. Consultant and lawyer in Public Law, Public Policies and Economic Law of public and private entities. He is also a professor and researcher at the Universidad del Rosario and director of the specialization in Administrative Law at the Universidad del Rosario.
In the academic field, he is a research professor at the Universidad del Rosario and has been a researcher and visiting professor of public law and public administration at several universities: SCIENCES-PO Toulouse, Paris I Panthéon-Sorbonne University and Paris II Panthéon-Assas University in France; Universidad del Rosario, Universidad Nacional and Universidad Javeriana in Colombia; and at the Max Planck in Heidelberg in Germany. Likewise, he is the author of various publications, including his two outstanding books titled “The Constitutional Judge: a regulatory actor of Public Policies” and “Administrative Law and Smart Cities.”
He has solid experience in legal research and comparative economic law. He actively participates in the implementation of artificial intelligence systems for the Constitutional Court and the Colombian Council of State, making him one of the few expert professionals and references in artificial intelligence issues applied to justice in the country.
Additionally, he has extensive knowledge in the infrastructure, public services and legal IT sectors that have led him to work as an international speaker.
Representative Experience
- As a consultant he has worked for: the Chamber of Commerce of Bogotá, Asocapitales, the research center of the Council of State of France, and the program of modernization of justice in the Republic of Guatemala-UNOPS Program (United Nations).
- Led the implementation of the first intelligence system artificial for the Constitutional Court of Colombia. Has developed the implementation of the Records Software electronic devices and the training of magistrates in their management.
- In public service he has served as coordinator of the group of legal concepts and legislative agenda in the National Planning Department -DNP-, as auxiliary judicial in the Council of State of Colombia, in the chamber of consultation and as an assistant magistrate of the Supreme Court of Justice, in the Civil Cassation room.
- He has participated in the resolution of various International Disputes as an expert consultant in Public Law and Public Policies, Constitutional Law, Administrative Law, State Procurement and Economic Law with emphasis on the infrastructure and public services sectors.
